Yes-- in fact, feel free to assume that all the Pokemon you mentioned can be located around the boat! Wingull and Pelipper, especially-- they're all over the place!
As for Pokemon swimming alongside the boat, trainers will have to actually get in the water themselves with a Surf-capable Pokemon (so as not to get left behind!) to really be able to catch anything, but schools of Tentacool/Tentacruel, Staryu/Starmie, Remoraid/Octillery, Chinchou/Lanturn (at night), Carvhana/Sharpedo, Frillish/Jellicent, and (rarely) even Mantine can be spotted occasionally getting curious enough to check the ship out.
