Yes. Seeing as we didn't introduce the memories into VR, every Silvally is essentially 'stuck' as what they were originally created as as a Type:Null. So a Fairy-type Type:Null will always evolve to a Fairy-type Silvally, and would, therefore, be unable to learn this move.
