Our rule is still 'if this Pokemon was able to learn this move in any generation, it can learn it in VR'. For Stantler, you can take both from its Gen VIII moveset and from earlier movesets. It is up to you if you want to strictly stick to one generation or predominately use one, but with some newer moves included.
