GOOD QUESTION! Since we'd rather that didn't happen, we're going to say that what's preventing that from happening is a lack of space for any Pokemon large enough to knock down the wall. And for smaller Pokemon, setting elemental attacks loose in such an enclosed space full of people and rare objects would be pretty clearly a bad idea!
