As for the Litwick, it can hatch there and have that flame during fourth wall, but afterwards we're going to have to say no, it can't have that ongoing link to the Otherworld because fourth wall things go away after the event ends! Both Walter and his Pokemon may remember the Otherworld, but the effects from it can't stay.
