Hawks hasn't forgotten the miserable molting of his pokémon from last year...and he's got some idea, this year, of what Snorunts do, and that they were responsible for the mess he had on his hands previously. But, he figures, maybe that's because he ignored them. So this year...well, maybe if he shows them a fun time, they'll be kinder?
So this year, he'll be offering the Snorunts the chance to be flown around by his bird pokémon! They might enjoy seeing the world from the air, right? Obviously it's opt-in; he'd never force an unhappy Snorunt to take a flight it didn't want to go on. He's also considerate enough to make sure his fire-type birds are NOT on offer for the rides, as a consideration. He doubts the Snorunts would be comfortable with that. Any Snorunt that likes can take a little flight, roughly the duration of a carnival ride, and then be placed back safely on the ground.
(Of course, Hawks carefully warns them before they go up to make sure they don't use any ice-type abilities or moves in the air, because it's important not to ice up a flying-type pokémon's wings on these flights for safety reasons.)
